sounds like low fuel pressure to me. have you check the pressure on the rail?

yea seems related to pressure to me as well. you have some mechanical gauges to watch it during startup?

Kinda hard to diagnose somthing over the net. When was the last time you did a tune up? How old is the fuel filter? Does it smell like it's flooding?

i got the same thing going on with my 94. I was told that the fuel pump is bleeding back down. I haven't did anything about it yet because im not 100% sure what the problem is. hope we can get it figured out. its kinda embarrassing

its the fuel pressure regulator most likely. it allows the fuel rail pressure to bleed off.

any idea where the fuel pressure regulator is located? and how hard is it to replace

i would imagine it is just like with the 3.8's and its on the fuel rail itself. Not a big issue at all to replace.

LT1 fuel pumps have similar problem, when the fuel pump goes bad it bleeds back down into the tank and doesnt hold fuel pressure. Failing check-valve in the pump.

Check to see if your holding fuel pressure when you prime it up with Key on Engine off.
